    as a Gift to the State

Access to the Service is granted to

Individuals
who are not required to authorize with a digital signature in the Service and may view reference and statistical information about the Service
Donors
(legal entities and individuals) – subject to registration and signing the User Agreement using an electronic digital signature issued by the National Certification Authority of Kazakhstan
Government Authorities
the authorized body for state property and its territorial subdivisions; the authorized body responsible for managing the relevant sector (sphere) of public administration; the authorized body in the field of informatization; local executive bodies of a region, city of republican significance, the capital, district, city of regional significance, or the akim’s office of a district-level city, village, settlement, or rural district. Access is automatically granted based on the BIN included in the electronic digital signature of the legal entity
Access to the Service is provided by the Joint-Stock Company “Information and Accounting Center”, which is designated as the unified operator in the field of state property accounting in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 15, 2011 No. 802.

How a donation of property works

1. Proposal
Donor
Sends a proposal to transfer property to the state, with copies of the property documents.
A proposal received by a DCSP is forwarded to the SCSP within 3 working days.
2. Notice
SCSP or local executive body
Publishes a notice based on the donor's proposal so that government bodies can submit opinions.
Published within 7 calendar days; opinions are accepted for at least 30 calendar days.
3. Opinion
Sectoral authority or executive body funded from the local budget
Submits in the notice an opinion on whether the state needs the property: which entity should hold it and what its upkeep will cost.
Before the deadline stated in the notice. Opinions are opened automatically when the deadline passes.
4. Decision
SCSP or local executive body
Reviews the opinions and decides whether to conclude a donation agreement. If there are no opinions or accepting the property is not justified, sends the donor a refusal.
5. Donation agreement
SCSP (DCSP) or local executive body and the donor
The agreement, in Kazakh and Russian, is signed by the parties with a digital signature.
No later than 20 calendar days after the decision.
6. Acceptance certificate
Parties to the agreement
The property is transferred under an acceptance certificate signed with a digital signature. Rights to real estate are registered in the established manner.
Within the time frame set by the donation agreement.
A proposal and a notice are different documents. The donor submits the proposal. The SCSP or local executive body publishes a notice based on it, and government bodies submit their opinions in the notice: “Notices: submitting opinions” → open the notice → “Attach opinion”.
